About NDC
Naachesneh Development Corporation (NDC) is an Indigenous-led economic development organization. NDC advances economic prosperity, creates opportunities, and builds a strong and sustainable future for Doig River First Nation through business development, investment, partnerships, and strategic initiatives.
Position Summary
Reporting to the CEO of Naachesneh Development Corporation, the Director of Operations turns NDC’s strategic direction into practical, accountable, and measurable operations. The Director oversees business performance, people, properties, contracts, risk, financial processes, and operational planning for NDC and for other entities only when written authority is in place.
The Director works with business managers, the Chief Executive Officer, and applicable Boards. The role supports approved business plans while maintaining clear separation between governance, management, legal entities, confidential information, finances, records, and decision-making authority.
Key Responsibilities
• Turn NDC’s strategic plan into operating plans, budgets, priorities, timelines, assigned responsibilities, and measurable outcomes.
• Lead operating systems, policies, procedures, internal controls, approval processes, calendars, reporting, and corrective actions.
• Support business managers with plans, budgets, forecasts, staffing, performance, inventory, customer service, safety, maintenance, compliance, and follow-up.
• Administer secondment, shared-service, management services, and property management agreements within their approved scope and authority.
• Prepare clear operational reports, Board materials, decision briefs, capital requests, risk updates, and recommendations.
• Oversee properties, facilities, leases, assets, contractors, preventive maintenance, emergency work, inspections, insurance, and capital planning.
• Coordinate budgets, purchasing, accounts payable, expenses, inventory controls, audits, financial reviews, and business cases within delegated authority.
• Lead employees in the operations portfolio and support recruitment, onboarding, training, performance management, professional development, and succession planning.
• Identify and manage operational, financial, legal, safety, environmental, privacy, cybersecurity, regulatory, reputational, and business risks.
• Maintain respectful relationships with Doig River First Nation leadership and Members, Boards, employees, customers, suppliers, advisors, government, industry, and partners.
Contracts, Authority, and Records
• Confirm the correct legal entity, authorized signer, required approvals, scope, price, payment terms, deliverables, performance standards, insurance, confidentiality, privacy, records, disputes, and termination rights before a contract is signed.
• Obtain legal review when required by policy, contract value, risk, or the Chief Executive Officer. The Director does not provide legal advice.
• Keep each entity’s approvals, finances, contracts, confidential information, obligations, and records properly separated.
• Immediately escalate suspected fraud, serious safety incidents, legal claims, material financial variances, regulatory breaches, conflicts of interest, and reputational risks.
Qualifications and Experience
• Post-secondary degree or diploma in business administration, operations management, finance, property management, economic development, Indigenous governance, public administration, or a related field. Equivalent education and experience may be considered.
• Five or more years of progressively responsible operations, administration, finance, or business management experience, including leadership responsibility.
• Experience supporting multiple businesses, entities, retail locations, hospitality operations, or similar environments is strongly preferred.
• Experience working with Boards or senior leadership and turning approved decisions into operational action.
• Strong knowledge of budgets, financial statements, internal controls, procurement, contracts, performance reporting, and risk management.
• Experience with properties, leases, vendors, maintenance, capital planning, shared services, secondments, or management agreements is an asset.
• Experience with a First Nation, Indigenous-owned business, economic development corporation, government, nonprofit, or community organization is strongly preferred.
• Strong communication, judgment, practical problem-solving, relationship-management, confidentiality, and Microsoft Office skills.
Cultural and Leadership Competencies
• Cultural respect for Doig River First Nation governance, culture, community protocols, values, and priorities.
• Understanding of Indigenous self-determination, economic sovereignty, and long-term benefits for Members.
• A practical, fair, accountable, and relationship-based leadership approach.
• High integrity, discretion, reliability, and willingness to raise difficult issues early.
Working Conditions
• Regular work is based in Fort St. John, with travel to business, property, community, and partner locations as required.
• Flexible or remote work may be approved by the Chief Executive Officer based on operational needs.
• Availability outside regular hours may be required for urgent operational, property, safety, or business-continuity matters.
• A satisfactory background check, reference check, valid driver’s license, and other role-related requirements may apply.
